Most Americas who are even aware that this is going on think, “Never happen”, and move on to the rest of their lives... they will be very surprised... when the IRS begins the monthly check up and withdraws their funds for the required health care. You see this a lot in local issues -— some one deals with some bill's onerous provisions but only a few bother to do anything. Then when the bill passes intact, the sleepers scream bloody murder - too late... and then go back to sleep.
