It looks like Stupak has a coalition of 8 and they will vote for the bill if they gets the language they want in a colloquy concerning an executive order.
Without Stupak's 8, the bill fails.

FWIW, I don't give a rat's hairy hind end about abortion language or CBO estimates.

Seems an unfortunate weakening of Congress—if Congress gets away with it—to endorse an EO to simply bypass and countermand Congressional legislation.
