A dizzying array of options to pass health care

It's a hard time find a House Democrat who wants to vote for the Senate's health care bill. But they may not have to -- at least directly.

Party leaders have discussed the possibility of using the House Rules Committee to avoid an actual vote on the Senate's bill, according to leadership aides. They would do this by writing what's called a "self-executing rule," meaning the Senate bill would be attached to a package of fixes being negotiated between the two chambers -- without an actual vote on the Senate's legislation.

Under this scenario, the Senate bill would be automatically attached to the reconciliation package, if the House passes reconciliation. In other words, Bill A would just become part of Bill B if the House passes Bill B, and the Senate could then vote on a reconciliation package before sending it to the president. This allows House members to approve the broader measure without actually voting on it.

The same aides who confirmed this process was under discussion quickly noted that party leaders have not yet arrived at a final decision, so it's far from a done deal -- a point House Majority Leader Steny Hoyer (D-Md.) made repeatedly Tuesday during his weekly exchange with reporters.

This would allow them to deal with the Senate bill without forcing their members to go on record in support of unpopular items, like the now-infamous Cornhusker Kickback or the so-called Louisiana Purchase, that could be used against them on the campaign trail in the fall.

According to industry lobbyists, the House may take the additional step of further amending the rule to guard against another nightmare scenario -- the Senate's failure to enact a package of fixes through the now-familiar reconciliation process. House leaders could add a caveat to the rule that the Senate bill can only be signed into law if the Senate also passes the fixes.

Confused? You're not alone. These hypotheticals have been the topic of much discussion on Capitol Hill as congressional Democrats look for ways to massage chamber rules in the House and Senate pass a health care bill without any Republican support. And before they can do that, they might need to walk their members through some of the finer points of parliamentary maneuvering.

If our elected Representatives no longer feel compelled to abide by their Constitutional duties, by what legal or ethical standard are we compelled to recognize them as our legitimate Representatives?

The logic is that it would be passed - passing the reconciliation package also works passage of the Senate bill, but passage of the Senate bill is contingent on passing the reconciliation package.

The House wants to avoid passing the Senate bill, and then NOT pass the reconciliation stuff, or have the Senate NOT pass the reconciliation stuff.

Heck, I don’t see how the parts of the bill are Constitutional, since they are unrepealable by future congresses.

PS: what part of this bill constitutes “reform”??

That is true if you take the short view, like just looking at the next election cycle. However, the Moveon, ACORN, Soros, Ayers, SEIU, money behind the democrats crowd takes a looong view. This is the mountain top. This is the big hurdle. They push over this one and it doesn't matter how many Democrats lose the next election, or the one after that, or the one after that.

The Federal Reserve Act, The Social Security Act, Medicare, Medicaid, food stamps, SCHIP, No Child Left Behind ... This one is bigger than all of them. Healthcare is the holy grail. Healthcare will own us. The Sec of HHS will be bigger than SecDef and SecState.

If they get this one the Newsweek cover will be accurate. "We're All Socialists Now".

I guess the “rules committee” would pass a “rule”, that did NOT have to be voted upon by the full House, that if (for instance) “HR ObamaCare Kills” bill passes, it is automatically be an addendum to the already-Senate passed “SR ObamaCare Is A Pile of Dung” bill.

Once “HROCK” PASSES, it is sent to Hussein along with the Senate bill.

If the rules committee can MAKE THE RULES without a vote of the House, it is a done deal.

ON REFLECTION, it could EVEN BE DONE WITH THE HOUSE VOTING on the RULE. The entire House of Representatives could VOTE on NOT VOTING on the Senate bill, and just attaching it to any given bill.

Some real stupid mental gymnastics there, but I think that is how they could do it.

The Hussein-fellating media will never criticize such a move.

okay...up till now I’ve been chuckling a bit, but they have now set out on a path whereby, through creative warping and re-engineering of basic parliamentary procedure, they are going to end up doing insurmountable damage not only to our lawmaking process, but to democracies all around the world.

This has GOT to be stopped!

Let them go for a convoluted ‘fix’ and see what happens, given all the backroom deals and dirt that already surrounds this monstrosity.

I said when they actually began pursuing the nuclear option, they would ready a supernuclear option if the nuclear option failed. And if this one fails, a super supernuclear option will come about. This will pass come HELL or HIGH WATER. (Unless the public wisens up to see that the train is unstoppable unless we become much more serious about taking our country back.)

Oh, and if we wait for November elections, we will see our hopes dashed to pieces as they take control of the elections as well, putting into place, regardless of party, the apparatus to ensure their continued path to national destruction.
