First off, here's the two-step Democrats want to execute on health care:
1) The House passes the bill that has already been approved by the Senate. At that point, Obama can sign the bill and it's the law. However, ideally they will also pass a 2nd bill via reconciliation.
2) The House and Senate pass another bill via reconciliation that's designed to make changes to the Senate bill. Reconciliation can only be used for budget related issues, so issues like abortion can't be dealt with that way.
Last night, I talked with some of my sources in the Senate about how the Democrats' strategy is looking. Here's what one of them told me:

Tricare fee increases imposed last week by the Defense Department will be repealed by a provision of the compromise 2010 defense authorization bill unveiled Wednesday by House and Senate negotiators.
The fee increases were announced on Sept. 30 and took effect on Oct. 1, but the defense bill, HR 2647, includes a provision barring any fee increases until the start of fiscal 2011.
Retired Army Maj. Gen. Bill Matz, president of the National Association for Uniformed Services, said the announcement of fee increases was shocking considering that the Obama administration promised earlier this year to hold off on any new fee Tricare fee increases until fiscal 2011.
President Obama and DoD assured NAUS and the entire military family earlier this year that there would rightly be no increases in any Tricare fees in fiscal 2010, Matz said. We took them at their word, and I cant believe that a co-pay increase like this was allowed to go forward, he added.

I'm hoping that the Stupak group sticks to their guns and demands the inclusion of anti-abortion funding clause in the reconciliation bill before they will vote YES on the Senate's ObamaCare. I'm hoping that a simple promise by Reid to do so will not sway them.
But of course it is, IMHO, IMPOSSIBLE for the Senate to include such a clause in the reconciliation bill. The Senate might not go for it and it's probably not possible under the reconciliation rules. And even if they could they couldn't actually pass it before the House has to act on the Senate Bill. So Stupak and Company will eventually figure this out. They will come to realize that the Senate can't come through in a way that would give them anything like certainty and, more likely, they will figure out that what they are demanding is impossible for the Senate to provide.
And what will they do then? That's $1Trillion question.
So the action is in the House. But there isn't going to be any action until the House sees what the Senate plans to do. So I'm watching the Senate. And I'll tell you I'm not seeing much. Whatever they are doing it is being done in the dark of the night with cigar smoke and the smell of whiskey filling the air. And Harry Reid trying to stay awake.
