I believe that Stack indeed IS from CA, and that the business in from CA.

What year did he donate to Ronpaul? Stack lived in Cali up to about 2003—and it’s possible he may have maintained legal residence there for a while, perhaps. (Though I don’t know why he would, given the relative tax burden between Texas and California.)
