How can Barack Obama Sr. qualify as a natural born citizen when one of his parents isn't even a US Citizen to begin with?

What I'm driving at is this thing called fraud in American jurisprudence.
Passing yourself off as something you're not is a form of fraud.
Fraud is punishable by law.
