This is an improvement under the current law. GOAL is much more aggressive about assuring rights. In Massachusetts it really does boil down to the whim of the local police chief. What would concern me is the training requirement. In many cases the training is specified, often to a good friend of the chief of police, that friend unable or unwilling to find better employment.
