This is an improvement under the current law. GOAL is much more aggressive about assuring rights. In Massachusetts it really does boil down to the whim of the local police chief. What would concern me is the training requirement. In many cases the training is specified, often to a good friend of the chief of police, that friend unable or unwilling to find better employment.

It looks like this will nix the training requirement. But, unless I missed something, it looks like it still leaves room for the state police to impose the "in person" meeting in Chelsea for non-resident applicants.

Anybody from MA have any idea how the battle lines are forming over this? Don't want to waste too much time following it if it's DOA.
