Will all financial institutions be taxed, regardless of their bailout status, to pay for those that received the bailout and didn’t repay the funds?

not all banks will be taxed but i don't know how they determined which ones will escape their wrath
bottom line is anyone that does business with those banks will be taxed - people pay taxes - not banks - the taxes will be passed on to you in the form of fees somehow
