Rioters? Nothing.
Prepared, determined folks with well-thought-out tactics, based on a little current historical research; a lot. Those vehicles all have weaknesses. Find the weaknesses NOW, while the “war” is still “cold”.

Vehicles are just inert pieces of metal without parts, fuel, and other supplies -- supplies that are ordered by simple clerks working in buildings.
What happens to the whole edifice if the clerical infrastructure is convinced that finding a new line of work was in their best interest? What happens to FedGov if all low-level federal employees are persuaded to quit?
