Just out of curiosity, why do you say this? I’m not sure she would be my first choice for pres, but I have no reason to believe she doesn’t have a good grasp of national and international issues. Still, I’ve heard others say this, and I’m curious. Don’t misunderstand - I’m not challenging you, just asking.

Because the two times in her life she absolutely had to be comfortable adressing these issues (against a hostile questioner), she failed miserably. She was very candid about this, both in her book and in her interviews with Hannity and O'Reilly. It does not matter if the interviewers were hostile, condescending, or deliberately trying to trip her up. That sort of thing simply wouldn't have happened to Limbaugh, Ingraham, Steyn, or Levin.
The attitude the writer takes here is the Limbaugh and Palin are the two most popular Conservatives alive today, so Palin is the obvious choice to replace him. Unfortunately, the two have very different sets of skills. Dick Cheney is also immensely popular with Conservatives, but he would be a terrible choice to replace Limbaugh (even if he were ten years younger).
