Al Qaeda’s Yemen Connection, America and the Global Islamic Jihad

December 30, 2009 — The attempt to destroy Northwest Airlines flight 253 en route from Amsterdam to Detroit on Christmas Day underscores the growing ambition of al Qaeda's Yemen franchise, which has grown from a largely Yemeni agenda to become a player in the global Islamic jihad in the last year. Since merging with the al Qaeda franchise in Saudi Arabia last January and renaming itself Al Qaeda in the Arabian Peninsula (AQAP), it has stepped up operations in Yemen itself, struck into Saudi Arabia, and now operates on the global stage. The weak Yemeni government of President Ali Abdallah Salih, which has never fully controlled the country and now faces a host of growing problems, will need significant American support to defeat AQAP.

Al Qaeda has long been active in Yemen, the original homeland of Osama bin Laden's family, and one of its first major terror attacks was conducted in Aden in 2000, when an al Qaeda cell nearly sank the USS Cole. A year ago, the al Qaeda franchises in Saudi Arabia and Yemen merged after the Saudi branch had been effectively repressed by the Saudi authorities under the leadership of Deputy Interior Minister Prince Muhammad bin Nayif. The new AQAP showed its claws last August, when it almost assassinated the prince with a suicide bomber who had passed through at least two airports on the way to his attempt on Nayif.

The attack on the Amsterdam-Detroit flight also shows that al Qaeda remains obsessed with striking the American airline industry, a target it has gone after repeatedly since 1999. If AQAP has now been told by the al Qaeda core leadership to take on the job, we can probably assume that other al Qaeda franchises in North Africa, Iraq, Southeast Asia and elsewhere have also been pressed to attack.

Pantex Activates Emergency Response Organization

· The Plant is in a lockdown status and the situation is being evaluated in order to facilitate security actions. Pantex employees are sheltered-in-place.

· Pantex’s response effort is being conducted by the Emergency Response Organization, a highly trained group of employees with detailed knowledge of plant operations and emergency response procedures. These employees represent plant functions such as security, logistics, safety, medical response, radiological assessment, firefighting, operations and public information.

· The emergency responders’ top priorities are the safety of the public, workers and the environment, as well as ensuring security is maintained.

· Pantex is also in the process of establishing communication links with various local, state and federal government agencies that will work with Pantex and communicate with the public during the response to this event.

Public Information

Public information for this event is currently being coordinated by the Pantex Public Affairs Organization, which will release additional information as it becomes available. Public Affairs will notify the media regarding scheduling interviews and/or news conference

The U.S. Department of Energy/National Nuclear Security Administration Pantex Plant is the nation’s only nuclear weapons assembly and disassembly facility. Located about 17 miles northeast of Amarillo, Texas, the facility is managed and operated by B&W Pantex. Pantex’s missions include assembly and disassembly of nuclear weapons; maintenance, modification and evaluation of nuclear weapons; interim storage of plutonium pits from dismantled nuclear weapons; and fabrication of high explosive components for nuclear weapons. Apparently from first reports there were armed hunters in the area??? Seems as though they are on alert for this type of intrusion.

“They did have it locked down,” said an official at the Texas Department of Public Safety, who spoke on condition of anonymity. “There was no security breach. It was purely a precautionary measure.”

According to the Texas official, the plant was locked down because there were armed hunters on property adjacent to it. “They had some duck hunters out there,” the official said. Plant officials later determined the hunters were not a threat, the official said.

The Pantex Plant maintains the safety, security and reliability of the U.S. nuclear weapons stockpile and is managed and operated by Babcock and Wilcox for the U.S. Department of Energy.

“Pantex is responding to a concern reported by Pantex employees,” Steve Erhart, Pantex Site Office Manager, said in a statement. “Pantex Plant security is in control of the situation. Plant management is monitoring the ongoing response.”
