Fire marshals and cracks.

Actually, a lot of work has been done getting standards for permit granting (the home my brothers built was fully permitted in a wealthy county), fire insurance, and bank financing. They are actually quite fire resistant, more so than a wood frame house, once they are covered outside and in.

If the cement covers on the Wisconsin homes were cracking it was because they did not let them settle enough or clamp them down with straps or all thread.

In India and China they would certainly be an improvement. When I think of all the school children killed in the earthquakes. Straw bale homes are quite earthquake and hurricane resistant. Vermin is not that much of a problem, and if it is some borax can be mixed in.
