yes, the Kushans/Nubians were Negroid (As opposed to the EGyptians who were afro-asiatics, related to the Semites and the BErbers), but no, not all AFrican nations were so civilized, neither were all Europeans etc.
It's more a case of some black activists and history revisionists trying to claim every ancient accomplishment that took place on the continent of Africa as an accomplishment of black or Negroid civilization. And not a few make the outright claim that ancient Egypt was a black civilization.
