In my state there is only one sheriff to a county, that is an elected office. The other officers are sheriff’s deputies who report to the sheriff. Is it different in Washington?

They would have been deputies, although around here people will refer to the person who shows up at their rural home as “the sheriff.” However, it now appears that these four were actually all local police officers.
