It is my understanding that all the birth certificates of the year are numbered. It would be possible to fake one birth certificate, but hard to change all the numbers on all the birth certificates for every child born in Hawaii.

She didn't though. Her goal was to lie though obfuscation. So?... Fukino saw vital records. Which “vital records”? The “original” vital records that were amended by Obama himself?
She used the terminology “vital records” to deliberately lie through obfuscation. Vital records could be anything. It could even refer to records Obama himself amended.
