If memory serves me..in many states trash is still the property of the owner.

The first question ACORN has to answer is... "Why didn't they put those papers in the recycling bin?"
Shouldn't they be fined for not doing so?

If those papers were not bound but were loose, the wind could have swept them away and anyone could have found those documents. Think Hansel and Gretel breadcrumbs.
