Yes, he did - breaking a campaign promise. Who knows if she would have. But, if her history is/was any indication, I imagine she would have.
The war moves to the Senate now. Hopefully, even if something passes the Senate, the bill will die in conference. Let's hope.

Scuzzifavor specifically said in her campaign that she was against the public option.

Bill Owens campaigned on this; he was always for health care...no Scozzafava would not have voted for health care as she is a fiscal conservative. The reality is had the election proceeded without Hoffman and all the drama, health care might have been stopped...impossible to tell because some of the Dems who voted against it were allowed to after getting enough votes to pass it...sad day.
