There’s a lot of preliminary census work done before the actual, office Census starts.

You are right BUT, census workers are tasked to gather "pre-census" information in 2009, including gathering GPS locations of each of their family dwellings in their district, and verification of postal mail addresses.

Then they will return to take the actual census in 2010.The census administration is now within the White House. At the very least there will be some redistricting for the 2012 elections, to favor the incumbent.

And some of us will be under satellite surveillance at the hands of Homeland Security, especially if some are out spoken and organize conservative assemblies. So far I have avoided them. They already took my home's GPS data without my permission.
