I believe the FBI had Muhammad on their radar long before he actually carried out the DC shootings, he was scheduled to appear before a court and just disappeared and the feds were unable to locate him before he carried out his planned attacks. This is why our porous borders, flawed documentation system and lack of enforcement makes this country vulnerable to Islamic fundamentalists and those they recruit and import onto our soil to do their bidding.
