I think that the White House is in a panic. Such complete reversals of standing foreign policy are typical of the nutty stuff that presidents under political pressure do.
But as far as I can remember, we have never done such with two different political entities in the same day. This indicates to me that the political pressure must be overwhelming and that the White House has utterly lost its bearings.
