It should be pointed out 85% or so of these cases the rapist was identified by the victim. Still, if they were wrongfully convicted they deserve the payout. Can the victim who wrongly identified be sued ?

Seems like it would have to be proven that they deliberately lie.
I heard a radio show where an alleged victim said her rapist was released because she went and had sex w/ her boyfriend right after the rape as a coping mechanism and the rape kit probably picked up his semen. Now that's something to think about: a rapist getting out of jail with a few hundred thousand bucks in his pocket.
