It’s obvious that Panetta demanded such a statement - in public and in front of his “employees” - as a condition of taking the job.
I don’t care what his politics are, Panetta wouldn’t have wanted that job in the context of a morale-busting and disruptive Bolshevist witch hunt.

O will only protect those who ‘acted reasonably *and* relied on legal advice from the DoJ’.
All that necessary is to define the people O wants to prosecute as having ‘acted unreasonably’ and the ‘protection’ instantly evaporates.
