Outrageous!
Kennedy is a disgrace. Yes, he’s a national figure but he LOATHED the military. Bury him in a cess pool, where he truly belongs.

Well, he’s supposed to be buried in the vicinity of his brothers, priceless real estate that would otherwise be wasted, so probably better to bury him there. but IIRC he was most certainly a veteran (PFC, Army MP according to biographical sources), although family connections kept him out of the Korean War (obviously he was too young to be in World War II unlike his brothers John and Joe Jr.).
Given his politics, it may be a bitter pill to swallow, but honors given to those who served should be apolitical.
