The Pope is not the person who would make such a decision. If anyone could, it would be the bishop of his diocese.

Normally, yes, the Archbishop of the Diocese would make the decision. But the Pope can make any decision, with regard to church matters, that he damn well pleases. He has near absolute power within the Church. The bishops and archbishops serve at his pleasure.

You are not accurate. The Bishop/ Archbishop has primacy in such matters. I’m not going to argue further with you about it though.
