There would be a Constitutional crisis if that were pushed, as there would be debate over whether the resolutions passed for specific purpose would open the doo9r to a general Convention. Of course, the Dems would claim they do, regardless of legality.

Congress legislated the ground rules for an Article V Convention in 1992 as part of a general reform of the amendatory process.
