The Obama administration is looking hard at pushing through a health care reform bill without Republican backing, top Democrats close to the White House told CNN.
The Democratic majority in the Senate has been stymied in the health care debate by Republicans and conservative Democrats, leaving them short of the 60-vote filibuster-proof margin needed to pass the bill.
Democratic success could depend on an obscure tactic called reconciliation, a type of budget maneuver that requires only a simple majority -- 51 votes -- to pass.
Congressional Democrats authorized the maneuver specifically for health care reform legislation during the debate over the 2010 budget, which passed in April.
One top Senate Republican warned at the time that using reconciliation to pass such a measure would be "like a declaration of war."
Going it alone could be risky for Democrats, not because they couldn't raise the votes, but because Republicans could cast it as a power play, accusing them of failing to win bipartisan support. A Quinnipiac University survey released two weeks ago showed that 59 percent of registered voters nationwide oppose passage of health care legislation if the bill fails to win bipartisan support.
White House press secretary Robert Gibbs insisted Wednesday that President Obama has not yet given up hope for a bipartisan plan.
"The president has said countless times he will work with anybody and everybody who wants to work constructively on health care reform," Gibbs said. "We continue to be hopeful that we can get bipartisan support, and we'll continue to work with those that are interested in doing that."
But moving ahead on a more partisan basis might ultimately be a strategy Democrats are willing to employ.

Agreed. If the Dems want to ram this down the country’s throat, I hope they go for it. With as much public outrage as we’ve seen over their proposal, it’ll be catastrophic for their hopes of winning the 2010 and 2012 elections and the last major initiative they’ll be able to pass in the meantime.
And any Republican congresscritter who even thinks about voting for this thing should be voted out right along with them.

I want to make you aware of this empty threat to scare RINOs. Not only would Reconciliation (which the liberals in the House are demanding on MSNBC) be a political disaster for Obama, but most of the reform would expire in a few years when it wouldnt even start until 2012. By the time it expires a few years later republicans will be in charge and can pass what they want, just like what happened with the Bush tax cuts.
Obama is in a corner. He needs a bi-partision bill badly, really badly. Our side has played this out perfectly. The end-game is either Republicans help write a new bill with free market principles and he gets most of their votes(a huge win for him) , or he goes down with his party liberal nutcases. This could not be better!

The battle now is about coercive government control of the incomes of hardworking citizens for generations yet to be born. It is about coercive government control over the decisions of individuals and of physicians. It is about the violation of the principles of the U. S. Constitution which may finally threaten the future of liberty.
As a result, the time is now for elected officials from both Parties to listen to the voices being raised in favor of freedom from bureaucratic control over their lives.
Note to all: if you find that you have read the following on other threads today, just skip it, but if not, then my hope is that it may contribute to the dialogue in which we are currently engaged.
It's not enough simply to talk about the party in power. Every elected representative needs to "get" the new awareness citizens have developed about their liberty vs. the threat of cocercive government power. What American citizens need to do now is remind all elected officials of their constitutional duty to protect and defend the Constitution and the principles which made America a place of liberty for oppressed individuals from all over the world. That Constitution limited government's power and reach into the lives of its citizens. It freed individuals and bound government.
Now is the moment in America's history for a principles-based debate. For too long, we have allowed politicians always to focus attention on this or that "issue." And, as a result, we have allowed freedom and opportunity to be limited, and liberty for citizens to be diminished. Coercive government control, whether by a king, a feudal lord, or three branches of a government, is still coercive control by some imperfect persons over other persons.
The current debate is not solely about health care. It's not about the auto industry, or the banking establishment. It's about liberty for individuals in a society versus tyrannical government control over the livelihoods, the earnings, and life and death decisions of each of those citizens.
The American Constitution was not supposed to allow that! Its Framers intended, through its protections, and through Article V, to put "We, the People" in charge to "bind them (elected officials) down by the chains of the Constitution" (Jefferson). They seem to have forgotten that.
Can anyone who reads Jefferson, Adams, Washington, Madison, or any other Founders actually believe their Constitution allows the principles of the Declaration to be violated in such a way by those elected to positions of power in government?
Any citizen whose passion is liberty should not be tricked into accepting such "compromises" of their liberty. There is a time and place when liberty is so threatened that, on behalf of our posterity, we should stand and declare to our elected officials in both Parties:
"This is a matter of principle. It is not negotiable. Stop taking away our Creator-endowed rights to be free to succeed or fail. Stop your arrogance in believing you were elected by us to take what we work hard to earn and 'redistribute' it in the name of 'compassionate conservatism' (R) or 'economic justice' (D). Sometimes you even try to fool us by redistributing it back to ourselves, as in 'cash for clunkers.' It is neither compassion nor justice! It is tyranny! Don't compromise away the future of your great-grandchildren!"
They could do that at any time if they weren’t fighting over who would get the money.

(Mind you, the filibuster exists nowhere in the constitution, it derives from Senate rules, continually changing since the late 1700's.) Budget move for climate bill draws rebuke from 28 senators There has been wide-spread speculation that the budget process might be used to avoid Republican obstruction to enact Obama's campaign promises on both climate change and healthcare reform.
Sens. Mike Johanns (R-Neb.) and Robert Byrd (D-W.Va.) led a signature drive that included several notable moderate lawmakers from both parties who have long been considered critical to passage of a climate bill. They include Sens. Lamar Alexander (R-Tenn.), Evan Bayh (D-Ind.), Robert Casey (D-Pa.), Susan Collins (R-Maine), Bob Corker (R-Tenn.), Mary Landrieu (D-La.), Carl Levin (D-Mich.), Blanche Lincoln (D-Ark.), John McCain (R-Ariz.) and Ben Nelson (D-Neb.). The obvious and most tantalizing option for congressional Democrats for moving Obama's agenda is the budget process known as reconciliation. Under this system, legislation that affects tax revenue and mandatory spending needs only 51 votes to pass the Senate, meaning it negates the threat of filibusters. In summary... the administration says cap-and-trade and health care legislation are fundamentally legislation that affect tax revenue and mandatory spending. Sen. Byrd is preemptively signaling that he does not agree. In doing so, Sen. Byrd is allying with Republican obstructionist seeking to derail Obama's climate change and health care policies--two of Obama's three major campaign promises. If you support the administration taking action on climate change or on a health care system overhaul, I urge you to contact Sen. Byrd's office to express your concerns. Sen.
