Sounds like California. Here in NV it’s cash and carry after the NICS check is done. You can buy the whole shop if you want although I’m sure the BATF(E) would visit you if you did. We have full-auto machine guns here too :)
Same in PA. Full auto with Class III lic. but expensive to get and renew . In and out in 15 min.( fed. Check —$2.00) for a weapon of choice .
