Are you suggesting that the National Guard can run an ad asking for people without there being some kind of upper level knowledge and approval?

This is not the normal status quo and something seems to be up.

I guess some lower level folks could run an add. I don't think they can recruit, train, pay, house, and deploy these guys without somebody noticing.
