You have clearly never been to the Netherlands. Or for that matter, certain parts of northern Germany or Scandanavia.
guten tag mein Herr, 2cc must either have not travelled much (or read much) or he would have a different usage of the term “liberal”. I remember in Hamburg there was this public park where, during summer folks would strip and bask in the sun and nobody would even bat an eyelash. Of course, the problem was that the folks who DID strip were mostly old, fat and wrinkled so perhaps it was better for all concerned to look the other way :-P
