Lordy, why do they let 4th graders write these stories?

Examples:

1) Ironically, Skinner explained the bear did with his head next to a picnic basket.

&&&
Umm, the bear did what? Oh, it should be “died”.
&&&

2) He says the bear had run out when the two saw each other, and is sorry that he had to kill the bear, but says it had to be done.

Why are those clauses just strung together like that?

This clown of a “reporter” needs to attend a workshop on sentence construction.
