Hiding: He has blocked access to virtually every document or thing that might reveal something about his past. His actions are the dictionary definition of hiding, or they should be.
Lying: He has spoken of that past, but his words are the only evidence that has been proffered. This is particularly unusual for some things such as a birth certificate which for virtually everyone contains completely harmless information. The only reason to withhold this and similar items is that it and they would show that this spoken past is not wholly true. Most people refer to such spoken things that are not true as lies.
