It was born of a column title, Czarred and Feathered.
Though I did not read the column the word fetter seemed infinitely more appropriate given our woe of being governed by 1960s Marxist-Alinsky hippie street rabble and their ideological issue (children)-cum-Rat Party (formerly the traditional, patriotic Democratic Party).
I remember a column by John Fund stressing the importance of descriptive phrases. For example, the death tax. That was much better than "estate tax" for getting the support of the apolitical.
I hope czar and fettering helps the apolitical understand what we are facing.

Sunstein has argued in favor of outlawing sport hunting and meat-eating, and written that animals should be allowed to file lawsuits "with human beings as their representatives."
REPARATIONS!
The filing of such a suit should be the equivalent of "the shot heard around the world" against enviro-Nazis and their kindred.
