If DNA from blood is different to any degree from other tissues then the blood samples taken from different human populations to show relatedness and history are now questionable.

That is unknown and probably unknowable. To complicate matters, the definition of specie is subject to debate.
There are many, for example biology, chemistry, geology, etc.
Without degree does not equal without training. And would you advocate for a system where there was no regulatory authority regarding the practice of medicine?

Actually, I have neither read nor heard of any information that says DNA modification takes place. We know that many animals are similar in appearance and design but no one to date that I know of has conclusively proved one animal muted to another. It is a good theory based on similarities but no one to date has made the proof. We simply have not had the level of science capable of suchaa thing. We are very, very close to mapping DNA sequences to the point that we might be able to some time soon, but not as of yet.

Yes, I would. My family has a long history of medical services and I know for fact that few regs or licenses mean much. The industry regulates itself just fine through medical boards and internal credentials. The government has only gotten in the way of medical services and now Obama wants you to believe even more government is the answer.
I am all for safe testing of medicines and credentials for doctors and nurses, but not government credentials. How can people who know so little about medical practices regulate it? You vote for an elected official who knows nothing about medicine and then you want that person to regulate medicine?

Why? How do you define "species"? Lions and tigers can interbreed, but no one would claim they are the same species, but a chijuajuah and a Irish wolfhound, which are both Canis lupus familiaris, cannot.
Where did I say the regulatory authority needed to be the government? But on the other hand, what other body has the capability to issue licenses? Would you fly in an airliner with an unlicensed pilot at the controls?

Free market takes care of that. Besides, if you knew the pilot and mechanics requirements you wouldn’t fly.
And really, the definition of species is not the core issue.
