There is a world of difference between FEMA and your county health department. To my knowledge, never has an enforcement agency of the Federal government had powers to enter a home and compel medical treatment.I don't like this federal foray into private medical decisions, either.
At the same time, I don't see where you are compelled to vaccinate under this proposal. Most states allow people to exempt their own children from vaccination. I have yet to see anything that would negate state laws.
For the record, I'm not anti-vaccine. I do think most everyone should be vaccinated, but don't think anyone should be compelled to vaccinate.

I am not "anti-vaccine," but I do want to have the freedom to choose my source of the material, the deliverer, and whether or not the specific disease represents a sufficient risk. For example, if my kid has had chicken pox, I think I'll pass on the vaccine as the risks outweigh the benefits. Similarly, I don't really think vaccinating them for HPV is necessary either. OTOH, if I could get my hands on true smallpox vaccine, I'd do it in a minute.
The choice rightly reflects the balance of risks v. benefits.

In the aftermath of Katrina, National Guard troops joined local law enforcement illegally confiscating guns from the storm’s victims. It’s not clear whether or not the mercenaries FIMA hired to “guard” locations in New Orleans were also involved in that criminal act.
What is clear is no military officer, cop, or corrupt politician was ever prosecuted for this illegal act. Even though federal law makes it a felony to violate a person’s constitutional rights under color of law these crimes were ignored by our government.
The fact that the mayor would order this atrocity is not as concerning as the fact that no military officer refused to carry out the criminal act. Rather than protecting the victims’ constitutional rights everyone from the General in charge on down the chain of command participated in the crime.
It isn’t unreasonable to worry that the military or the mercenaries from companies such as Blackwater that the government now hires so frequently would enforce forced immunization on U.S. citizens.
