Washington National at the US Air Terminal, in a busy week, could find that many in/near luggage. Yet, for months on end there'd be no discoveries, and no explosions.
A lot of it has to do with "fashion". Sometimes the mad bomber crowd goes wild for using the mail, and other times they like to sit their little explosive devices in public places. We had a guy a few years back was delivering small bombs to rural mailboxes ~ he was carving out a "Smiley Face" in a large area.
One bomb I encountered misfired ~ it was made out of shotgun shells and was being sent by one polygamous jack Mormon to another one who'd stolen one of his women.
Smart of the regular LDS stakes to keep those guys OUT!
I doubt there's anyone who's ever worked in management in the mail, express or baggage business who is unfamiliar with bombs ~ bombs ~ bombs exploding, bombs sitting there, bombs cooking off, bombs with bells, bombs with alarms, bombs with their wires disabled through mishandling (yes, even bombs get tossed around eh).
Airline people, even TSA, probably encounter them more often than other people.
