That data is VITALLY important because if the FDR's suddenly stop recording we have to seriously start considering the possibility of a terrorist bomb, because when Pan Am 103 exploded the FDR's immediately stopped recording voice and flight data.

I think the language on that report was misleading. I read that to mean that people waiting on passengers on that plane were sending messages to the passengers, not the other way.
