Directed by Obama. If he did not want it declassified, he would not have selected it to be sent.
It makes it probable that Obama’s hand directed this, but difficult to prove. That the Gov. Printing Office posted the draft gives him plausible deniability. Correct me if I am wrong, but it makes it hard to put this item on the list.
