Traditionally, Senators bring forward nominees for the Presdient to nominate, or at least consider nomniating. Sotomayor was the idea of the late Daniel Patrick Moynihan, and fellow Senator Alfonse D’Amato, locked in a close race, signed on. Then-President Bush simply went along.
