Absolutely. I saw the photo, and as someone who knows a thing or two about Photoshopping, I would say it is highly likely this is a composite image.

One may wonder why the White House Photoshopped it.
I don't think it is because there were no photos as ducdriver suggested.
I think it is because the photos revealed just how low Scare Force One was flying, and 0bama is trying to cover that up with a photo placing the plane at a higher altitude.
