For example: they believe if violent Islamic terrorists are treated gently, they will be be gentle in return. One would expect that behavior of a young child, but not from a savvy adult.

Actually, this is a belief in younger children that is inculcated in them in kindergarten by moronic adults. Any kid in real life knows that vicious pricks are vicious pricks that either have to be avoided or dealt with. Growing up consists largely in finding an effective way of dealing with them.
