then 1% reward payment for every dollar each department SAVES IN SPENDING next year (they get paid directly)

Ridiculous on so many levels. obama pushes for a multi-trillion dollar spending bill and then wants ideas on how to cut spending? How stupid does he think we are?
If it is not specifically mentioned in the Constitution, then it gets eliminated.

Disolve all programs not defense related. That means no more government funded retirement, medical, screwling, infrastructure (except where it provides for national defense), welfare, monuments, national parks, and of course, the arts. Then, begin a top to bottom review of ALL federal laws on the books with an eye toward constitutionality (hint: if a law is the least bit counter to the Bill of Rights, out if goes). Recommend for the panel Judge Andrew Napolitano, Thomas Sowell, and Geraldo Rivera (just cause the dimwit is so much fun to watch melting down!). Finally, install strict term limits for all federal government, presidential line item veto, return to state legislature picking senators (pull back from “popular” election), required passage of a constitutional law course taught by Thomas Sowell, and penalties for any action counter to the oath of office.

1 - Reduce the Federal Tax code to something that can fit on a single duplexed page in human-readable font (IE 11+ pt font.)
2 - Merge the IRS into the FBI, as taxes would be EASY to do, to check, and enforce. (As opposed to wasting everyone’s energy in just TRYING to navigate the TENS of thousands of pages it currently is.)
3 - Disband the BATFE, merge the remnants into the Border Patrol, enact militarization of the southern border, and deport all felonious foreign nationals in custody. (If no nation accepts them, drop them off on Antarctica.)
4 - Declare that food is NOT a basic right to prisoners... like the Romans of old did, the prisoners would be dependent on the actual, personal involvement of society. {It’s harsh, but will empty prisons at a stellar rate... and save monies on food.}
5 - Have the head of every agency in government offer justification for that agency’s existence in ONE sentence; disband any that are unable to give a one-sentence reply OR present an objective other than that of the Federal Government: “To provide for the common defense of the People, and to promote equal justice for Citizens.”
6 - Prosecute Murtha for treason, as well as the Judges excusing him on the excuse of him being a “federal employee in the execution of office”, prosecute Barney Frank for perjury.
TOTUS and his underlings could get a good start by reading and governing under the constraints of the Constitution.
Of course the only problem with that is it would actually work and the government no longer exists to actually solve problems, it now exists to create them thereby justifying their existence to keep attempting to solve them.
