Austrian people speak Austrian, which is very close to German. So they can probably speak and understand German without any difficulty.
Austrian is a language like American is a language (which is to say, it isn't.) It's at best a dialect.

WIKI is probably the WORST thing that has ever happened for anyone interested in true FACTS. The information found on WIKI (most times) simply reflects the sad, sad, state of education.
I’d say it is an accent as in Austrian accent or American accent.
