Perhaps you are right, however this line in the bill sounds a little more like active volunteering. I’m sure it will all be in good will, but the agenda is part of this program:
“...by creating, expanding, and promoting service options for elementary and secondary school students...”
Believe me, I would not be surprised one bit if our kindergartners weren’t required to go pour soup for perfectly able bodied adults in a soup kitchen.
Either way, my children won’t parcicipate.
