Everett Dirksen ((R-Illinois, US Senator) 1950s and '60s I'm old enough to remember the quote in context and I believe that Dirksen was talking about millions not trillions. That is only a 10+6 increase in magnitude!

PS I have a sneaking hunch that 90% of the electorate has no idea what the difference between million, billion and trillion is thanks to our "dumbed down" education system.
