To be fair — politicians are criticized whenever they give or receive a lavish gift.
Also — Brown is not the British Head of State — he's just the Head of Government. (Obama is a hydra — head of both state and government.) Perhaps the gifts will be more lavish when Obama meets the Queen.

Is there any confirmation that this is the actual model? There are many die cast models that run in the $100+ range.
It’s still really tacky, but this may not be the actual model given as a present.

Holy smokes. I'm one of the simplest, cheapest people you'll ever meet . . . but when it comes to treating people with respect, I go above and beyond the call of duty.
I won't even charge my tips on my company's expense reports -- because they'd give me hell if they found out how much I tip waitresses, hotel staff, etc.
