The Possible Mastermind of a Police State in America

There are many government-led events in the United States that would infer that America might be moving in an unconstitutional direction. If America’s leaders were secretly moving in an unconstitutional direction, what government agency would be responsible for masterminding the creation of a police state in the United States? The possible culprit would be the Federal Emergency Management Agency. But, most Americans know very little about the operations of FEMA, except for its disastrous operations in New Orleans after Hurricane Katrina in August 2005. However, all Americans should know just how powerful an agency FEMA is. Of course, it is ironical that an agency created for safety and security of the homeland and to help people after natural disasters could be the very agency that might be responsible for denying Americans their freedoms guaranteed in the U.S. Constitution. Of course, everything written in this article could just be a conspiracy theory. But, is it?

What are the main functions of FEMA? At present, the Federal Emergency Management Agency is incorporated into the recently established Department of Homeland Security. FEMA’s major job is to coordinate the activities of federal, state, and local agencies as they respond to hurricanes, floods, earthquakes, and any other natural disaster. It finances the efforts to rebuild areas after natural disasters. Their job is to assist in the rebuilding of homes, businesses, and public buildings. FEMA also trains the many professional disaster relief workers, such as firemen and medical personnel. (1)

During the aftermath of the destruction caused by Hurricane Katrina in New Orleans, the world was introduced to the Federal Emergency Management Agency. However, many people were surprised at the manner in which FEMA responded to Hurricane Katrina. Many people lost their lives because of the slow response time. But, the death and destruction in New Orleans was unimaginable. As a direct result of the magnitude of the force of Hurricane Katrina and the mass confusion that existed immediately afterwards, the Federal Emergency Management Agency was not fully prepared to deal with this disaster.

Despite the apparent usefulness of the Federal Emergency Management Agency, it does have many critics. Much of the criticism pertains to the secrecy and conspiracy that shadows the organization. According to Harry V. Martin in his article “FEMA-the Secret Government,” FEMA is the most powerful organization in the United States. Based on the structure of FEMA, it is more powerful than the President of the United States or Congress. (2) The Federal Emergency Management Agency has the power to:

One other important aspect of FEMA’s structure is that the leaders are not elected. It does not have to publicly disclose the events of its organization. Also, FEMA has a secretive budget in the billions. (2)

The Federal Emergency Management Agency was not enacted by Congress. Instead, it was established by Presidential Executive Orders. Presidential Executive Orders become law after they are published in the Federal Registry. Executive Order 12148 made FEMA an operable entity. (2) As stated earlier, many of the Executive Orders associated with FEMA would suspend the Constitution and the Bill of Rights. Unfortunately, these orders could be enacted by the President during a crisis. These crisis Executive Orders are:

EXECUTIVE ORDER 10990 allows the government to take over all modes of transportation and control of highways and seaports.

EXECUTIVE ORDER 10995 allows the government to seize and control the communication media.

EXECUTIVE ORDER 10997 allows the government to take over all electrical power, gas, petroleum, fuels and minerals.

EXECUTIVE ORDER 10998 allows the government to take over all food resources and farms.

EXECUTIVE ORDER 11000 allows the government to mobilize civilians into work brigades under government supervision.

EXECUTIVE ORDER 11001 allows the government to take over all health, education and welfare functions.

EXECUTIVE ORDER 11002 designates the Postmaster General to operate a national registration of all persons.

EXECUTIVE ORDER 11003 allows the government to take over all airports and aircraft, including commercial aircraft.

EXECUTIVE ORDER 11004 allows the Housing and Finance Authority to relocate communities, build new housing with public funds, designate areas to be abandoned, and establish new locations for populations.

EXECUTIVE ORDER 11005 allows the government to take over railroads, inland waterways and public storage facilities.

EXECUTIVE ORDER 11051 specifies the responsibility of the Office of Emergency Planning and gives authorization to put all Executive Orders into effect in times of increased international tensions and economic or financial crisis.

EXECUTIVE ORDER 11310 grants authority to the Department of Justice to enforce the plans set out in Executive Orders, to institute industrial support, to establish judicial and legislative liaison, to control all aliens, to operate penal and correctional institutions, and to advise and assist the President.

EXECUTIVE ORDER 11049 assigns emergency preparedness function to federal departments and agencies, consolidating 21 operative Executive Orders issued over a fifteen year period.

EXECUTIVE ORDER 11921 allows the Federal Emergency Preparedness Agency to develop plans to establish control over the mechanisms of production and distribution, of energy sources, wages, salaries, credit and the flow of money in U.S. financial institution in any undefined national emergency. It also provides that when a state of emergency is declared by the President, Congress cannot review the action for six months. (2)

Believe it or not, any real or planned crisis could turn the United States into a socialist police state. “It was James Madison’s worst nightmare that a righteous faction would someday be strong enough to sweep away the Constitutional restraints designed by the framers to prevent the tyranny of centralized power, excessive privilege, and an arbitrary governmental authority over the individual.” (2) The Federal Emergency Management Agency could very well be that “righteous faction.” Also, there are many situations today that could cause the President to declare Martial Law. When this happens, FEMA would enforce the Executive Orders that established it. Then America could possibly become a police state for the first time in its existence. (2)

There are several developments that insure that America could very well become a police state under the direction of the President and FEMA, which is his executive arm for enforcement. First, according to Mike Whitney in his article “Martial Law and the Advent of the Supreme Executive,” the 4^th Circuit Court gave President Bush the authority to label any American citizen as an enemy of the state in September 2005. As a result, these combatants would lose their human and civil rights and be imprisoned. In essence, the President would have absolute power. Also, about the same time, the Senate Intelligence Committee gave the Pentagon permission to collect information from the general public without letting them know that its operatives were spies. Basically, this legislation gave the Pentagon the permission to infringe on the privacy rights of American citizens and treat them as enemies of the state even though they were not. So goes the 4^th Amendment (3)

What would be the Federal Emergency Management Agency’s role in establishing a police state in America? FEMA has one main hidden agenda to pursue. It is to insure that America’s “secret government” is still alive and well. If America has a nuclear attack or severe terrorist attack, many government leaders could be killed. However, the government of the United States must not be shut down. Therefore, there are many subterranean military bases that are established for this purpose. According to “Above Top Secret .Com,” the main underground facility is located in Bluemont, Virginia, which is 46 miles from Washington, D.C. This facility is known as Mount Weather or Western Virginia Office of Controlled Conflict Operations. (4) According to Ted Gup, a writer for Time Magazine, “Mount Weather is a virtually self-contained facility. Aboveground, scattered across manicured lawns, are about a dozen buildings bristling with antennas and microwave relay systems. An on-site sewage-treatment plant, with a 90,000 gallon-a-day capacity, and two tanks holding 250,000 gallons of water could last some 200 people more than a month; underground ponds hold additional water supplies. Not far from the installation’s entry gate are a control tower and a helicopter pad. The mountain’s real secrets are not visible at ground level. The mountain’s ‘real secrets’ are protected by warning signs, 10 foot-high chain link fences, razor wire, and armed guards. Curious motorists and hikers on the Appalachian Trail are relieved of their sketching pads and cameras and sent on their way. Security is tight.” (4)

Richard Pollock, who authored The Mysterious Mountain, described Mount Weather based on information he received from a former worker at the facility. He stated, “Mount Weather is virtually an underground city, according to former personnel interviewed by Pollock. Buried deep inside the earth, Mount Weather was equipped with such amenities as:

Mount Weather is the self-sustaining underground command center for the Federal Emergency Management Agency - FEMA. The facility is the operational center of approximately 100 other Federal Relocation Centers, most of which are concentrated in Pennsylvania, West Virginia, Virginia, Maryland and North Carolina. Together this network of underground facilities constitutes the backbone of America’s “Continuity of Government” program. In the event of nuclear war, declaration of martial law, or other national emergency, the President, his cabinet and the rest of the Executive Branch would be ‘relocated’ to Mount Weather.” (4) However, where are the remaining American people going to stay after a nuclear blast or a terrorist attack? The sickening situation in New Orleans after Hurricane Katrina is a prime example of how the American citizenry could be treated.

Another police state activity of FEMA is the operation of hundreds of concentrations camps throughout the United States. Presently, there are over 600 concentrations camps on American soil that are ready for immediate occupation. These camps will be used when martial law is declared by the President. According to the Rex 84 Program, one possible use for these camps is to house hordes of illegal aliens who may attempt to enter the United States. This program is the reason many military bases have been closed down. These bases were supposedly closed down for lack of governmental funding. (5)

Detention camps are located throughout the rural regions of America. They all have railroads and most of them have nearby airports. Most of the camps have rooms for 20,000 detainees. The Fairbanks, Alaska camp can house 2 million detainees. It is even equipped with mental health facilities. There are also several key facilities in Southern California, including Palmdale, Glendale, and the San Fernando Valley. (5)

There are two main divisions of FEMA’s Rex 84 Program. They are Operation Cable Splicer and Garden Plot. Operation Cable Splicer would be responsible for overthrowing of local and state governments by the federal government. Garden Plot would have the responsibility to control the population groups in America. The Federal Emergency Management Agency under the auspices of several Presidential Executive Orders will insure the execution of these programs. (5)

The Presidential Executive Orders that FEMA will enforce if a national disaster happens will turn America into a police state. Based on Executive Order #11490, a national emergency could be declared by the President for any apparent reason. Then the Federal Emergency Management Agency would begin its takeover of the United States. According to Dr. Torrance Stephens, “The next day you and your family would be standing in front of your local post office with your neighbors, the front doors bursting with block-long lines of people waiting to be registered. After waiting in line with your family for hours, you finally get channeled through the doors. Once inside, you overhear the postal clerk with his sidearm on telling a frightened registrant, Look, there is nothing I can do. The truck behind the building will take you to a work camp where you have been assigned. Your wife has been assigned to a factory and there is nothing I can do. Then your son or daughter looks up at you with a quivering voice and asks, Dad, why are we here?” (6) Therefore, if this scenario did actually happen, Americans would finally have to live the type life that their forefathers hoped that they would never have to face.

Dr. Stephens has given an excellent scenario for martial law in the United States. After the Post Office Department has registered the general public, then the other governmental agencies would begin its police state takeover. “The State Department would be responsible for the protection of the United Nations personnel or property and prevention of escape from the United States. The Department of Defense would be responsible for its expropriation of industry; direction of service and national production systems; control of censorship; and communication expropriation of non-industrial facilities. The Commerce Department would be responsible for expropriation, selection and international distribution of commodities (which would be the actual looting of the United States), census information and human resources. The Treasury Department would be responsible for collection of cash and non-cash items and the recreation of evidence of assets and liabilities. The Justice Department would have concurrent responsibility with the Department of State for prevention of escape from the U.S.; for replenishing the stockpile of narcotics; for a national police force; for correctional and penal institutions; for mass feeding and housing of prisoners; and for use of prisoners to augment manpower which would be slave labor.” (6)

“The Federal Bank (which is not a FEDERAL bank) would be responsible for regulation of withdrawal of currency. The GSA (General Services Administration) would be responsible for confiscation of private property for government use. HEW would be responsible for nationalization of education (which the Department of Education has already done), health services, hospitals and mental institutions. The Labor Department would be responsible for recruiting manpower, referring manpower, and allocating manpower so each particular person that was registered at the post office in this national registration would be told where he (or she) was going to work. HUD (Housing & Urban Development) would be responsible for transfer of persons to temporary or permanent housing in regional emergency planning and cooperation. The Transportation Department is responsible for emergency enforcement and control and movement of passengers and the emergency operation of the Alaskan railroad.” (6) As a result of FEMA and Presidential Executive Order #11490, life in America would be changed forever.

A major concern and problem for any government takeover is controlling the masses. FEMA and its support systems have such a plan ready for implementation. As stated earlier, Operation Cable Splicer is ready to “Concentration Camp Plans for U.S. Citizens,” the United States is moving rapidly toward a police state. The major reason for controlling the masses would be for civil disturbance. The U.S. Military would then be used to:

Operation Cable Splicer has three phases. Dr. Stephens, an Emory University researcher, developed a possible scenario for the implementation of a planned government takeover of the United States. “Phase One, an arrest and shooting provoke crowd unrest and threats against public officials and a riot begins for form; Phase Two, police vehicles are ambushed, various attempted assassinations of public officials occur, destruction and raiding of armories occur, and thousands of people begin to gather and local police lose control; Phase Three, the increased movement of rioters and the crowds must be dispersed before they become sympathetic with the rioters. The National Guard and the local police lose control. This scenario provides for an orderly transition from state to federal control.” (6) The police state orchestrated by FEMA will have arrived!

HR645 is a bill submitted by an impeached former judge proposing to build “camps” in the future.

This article claims the camps already exist.

Two million people outside of Fairbanks? That’s three times the current population of Alaska. How are they going to get them there? How are they going to keep them from freezing to death when the winter daytime highs are -40?

FEMA, like most fedgov agencies, is incompetent. You might as well suggest the UN is going to carry this out.

There is a segment of the USA population that has taken an oath to protect this nation and its constitution with their lives, they answer to a civilian commander in chief that has likewise taken the same oath.

They do exist...nice one remotely located in NC and other states. If they can get those annoying Red Cross Workers to just stand down and mind their own business, there won’t be anyone to ruin their fun at those camps. They’ll say it’s for the criminals like during Katrina, but it’s really for us who protest the fall of the constitution and the US as we remember it!Why do you think they made the Red Cross look so stupid during Katrina? FEMA tied their hands, made them wait on bridges with supplies unable to move in to help like they needed to.

People who are worried Rush Limbaugh’s lenient language or about the members of the military refusing to serve Barack Obama still fail to understand the purposes of Barack Obama, Nancy Pelosi, George Soros, and the movement to destroy the free United States of America.

The military, law enforcement and free militias may well have to act and if some act now, to constitutionally remove him rather than doing it in force (and extradite Soros to Malaysia) that is a kinder, gentler option for the above parties. In any case, we will need to very overtly and expressly re-create the United States of America - and bring an end to the UN and the Federal Reserve -- and bring about a return to benign (American) nationalism and 1:1 internationalism, with international alliances only to provide for temporary defensive missions against threats to the freedom and sovereignties of natural and national mankind.

The current Tower of Babel must be dismantled, as much as possible, as the old one was.

The Obama/Pelosi/Soros insurrectionists must be seen as simply the enemy of America -- as assuredly as if their names were Lenin, Trotsky, Hitler, or Mao. They must be very consciously and thoroughly removed by an educated and repentant America.

I'm only as nervous as the next guy, but when the article mentioned Glendale Ca I needed to check it out...

There IS a blanked out space in Google; one road in and out and backing up to a wilderness area. The blank is clumsy, as though someone cut a piece of bond paper into a silly pattern and taped it over the satellite map.

But;
The entire area is less than two acres. If it is indeed intended as a camp I could nominate enough local pols and Hollywood-ites to fill that space overnight. And...
More to the point; It is located below and within yards of a large and very expensive new housing development (expensive as in multimillions). That wouldn't be my first choice for an internment camp.

Note also that this all happens just across the valley from Griffith and Elesyan parks, these are smaller in over all acreage but might be more suitable for the suggested use.
