I know, my ignorance on this is showing, but can someone give me a run down as to why this is unconstitutional?

The constitution only provides for states to have senators and representative....

Article 1 Section 2: The House of Representatives shall be composed of Members chosen every second Year by the People of the several States.......The Number of Representatives shall not exceed one for every thirty Thousand, but each State shall have at Least one Representative.

Article 1 Section 3: The Senate of the United States shall be composed of two Senators from each State.

House and Senate are made up from States only, not territories and districts.

Its not, really. Section 8, Article 1 provides for Congress “to exercise exclusive legislation in all cases whatsoever, over such District”.

D.C. is a federally-created district, and as the hub of the government is supposed to be “neutral.” Constitutionally, only states can have voting representation.
