Steele has no authority to expell or do anything else to a sitting Reublican Senator who is elected by their State not nationally. That is also a slippery slope you don’t want to go down at the national level.
I don’t agree with their votes even a little but not for Michael Steele to determine that should throw them out of the Party.
Where do some of you get your information about what the RNC Chair can and cannot do? You do know that every Senator is elected at the state level in a federal election which means the State GOP Chair has little leverage to speak of either. It would have to go before the State Committee and can guarantee you in Maine that the Maine GOP is just glad to have two Republican senators representing them since the state is not exactly Republican.
We're trying to learn.... The State Committee you speak of, in Specter's case, would be he PA State Republican Committee? So, if the RNC can't vote officials out of the Party, and doesn't distribute National Party campaign funds, what do they do?

Single-handedly, no. But he certainly can cut funds to them. And if he makes it clear that they no longer will receive GOP funds, that’ll make it much easier for a credible challenger to get backing for a primary.
