Dear Members,
You've no doubt seen a slew of information on the various legislation over the past few years across the United States and creeping it's way into Florida. Some of it is regarding 'dangerous breeds', some of it pushing mandatory/spay neuter, some regarding the sale of dogs and cats, and so on.
There have been pleas to help fight the legislation filling our e-mail boxes for quite some time. Hopefully, many of you have participated. Regardless if the Bills are for our state or not, they can have a great impact on our dogs and our way of life. Not only do many of us travel to show our dogs, which could put them at risk in a MSN (mandatory spay/neuter) city, not only do many of us buy and ship puppies interstate, but any legislation that is passed elsewhere creates precedents making it much easier to pass them in ours. Currently, there is a bill in the Florida House that is looking to set a precedent itself regarding Mandatory Spay/Neuter (HB 451).
Upper Suncoast Dog Training Club opposes MSN and breed-specific bills, and is taking an active role in opposing the current bills in the house and senate. We have appointed a Legislative Liaison from the board (me), and have created an area of our website to help our members and the general public educate themselves on the current Florida bills. We provide links to the actual legislation, a means to look up House Representative and Senators, sample letters, links to cap wiz (where you can send your opinion to them directly online - and provides talking points), Bill tracking and contact info for the actual committees handling the Bills. We will also link up to legislation across the country, and send out information on all we gather via email to our membership.
In a nutshell, 3 of the bills we need to look at right away are:

Regardless if you are a breeder, a competitor, or have companion dogs/cats, if these bills pass they will affect you and and the pets you currently have. And where will you get your next show dog, performance dog, companion dog? If you're a breeder, where will you find a mate for your dog, and who will you breed him to? (HB451). The exceptions to these bills are not mandatory and are vague. If your dog gets lost and ends up at a shelter - how will you cope with the mandatory spay/neuter they impose before they return him to you? (SB992)
We urge you to read up on the current legislation, both what is on our site and anywhere else you can find information, and write to your Representative and Senators to oppose these invasive and ineffective Bills, using the tools we have provided on our website, or any other means you can. And if your dog or cat gets picked up by animal services or the SPCA, the animal would have to be fixed before returning to the owner, even if it is a show champion! And if you travel, you can be in violation if you are ever present in a county that decides not to offer excemption permits and your dog forced to be sterilized.
A FL Senate bill also mandates vaccinations 14 days any travel and that would go against standard veterinarian practice and endanger the health of puppies.
Where such laws have been put into practice, the stray animal population has exploded because people will not drop off unwanted puppies and kittens at shelters for fear of prosecution. They dump them on the street instead.
The bill was introduced by a liberla Democrat from Orlando. Why do they want to terminate the dog species via sterilization?
Same reason they want to terminate minorities via abortion. They regard them as undesirable. Margaret Sanger would be so proud of the modern day Democrats.
Breed clubs in FL need to unite...and also contact AKC lobbyist.

Because they perpetuate their jobs by stating that there are “too many” wild dogs.
Ever watch “Animal Cops”. They take dogs who are aggressive, hurt and maimed, and spend thousands to “rehome” them.
If there were truly too many dogs, it would be much better to humanely euthanize the dog with a bad leg or food aggression problems. Instead they take tons of money to make them pretty and sell them off. They scream about backyard breeders yet sell pups to families who have no clue what they are getting into, and when the family can’t handle the dog, they return it and are stamped forever as returning a dog.
So what is the avenue that the people take, they drop intact animals in a field somewhere in farm country. Now there is a whole group of new feral pups and kits.
And also, seriously, breeders have to look at themselves. We were looking for a Papillon pup. The breeders wanted thousands for a pet quality puppy. We couldn’t afford that but wanted the breed. Breeders freak out at brokers and puppy mills, yet won’t sell pet quality pups at an affordable price. They drive people like me to go to a broker and get a pup for 1/4 of the price. We now have a fantastic pet quality Pap. She is spayed and happy. Breeders could sell their lesser pups at a reasonable price, pre-neutered and promote their breed.
And don’t get me started on “rescues”.
First they’ll impose on your pet’s procreation, then on YOURS.
...after all, the right to marry and/or have kids isn’t in the Bill of Rights, right?

And I agree on the "rescues". The ones we contacted had one foot in the loony bin. After three tries we went elsewhere.
In my opinion, the rescue cause is an admirable one. However, the number if idiots that participate are doing more harm to their cause than good. And I say this having a relative that does rescues. She is adamantly opposed to bills like this.
Let me tell you of my experience with Papillon rescue. I owned a Pap, so I know the breed. Although I told the people I spoke to about that, they seemed to treat me like a dunce.
Two would not even consider us. One for have children under 12 and the other for not having a fenced yard. I explained that my girls were homeschooled and gentle. I asked that they meet the girls and was blown off. To the other, I explained that we planned to have a house dog (I’ve always had house dogs), and that we have a fenced dog run with a house on our property. That didn’t matter at all. Fence or nothing.
The third was willing to give us a Pap if they could inspect the house. Fair enough. I was then informed that over the next two years, they would drop by without warning and if they didn’t like how things were, they would take the pup. NO WAY was I going to let my girls get attached to a dog then have her taken for any reason.
Sorry, my experience with rescues are that they don’t want dogs to go to “Forever Homes” I’m sure there are good ones, but my experience has not been this way.
The problem with looking for a mixed breed is size. You have no idea what a pup will grow into. When you go to the Humane Society, it is rare to find a small breed. Most are Chow and Pit mixes. We wanted a small dog. Our Minnie is perfect.

Ours will always be a puppy. We had her spayed early so she would never be a mom and always a baby. She is patient when the girls dress her in clothes and is happy to be sitting on a lap.
We are very blessed to have her (and her pet cat, who came to us not long after).

I have 2 rescue dogs, one from Florida a yellow male lab & one from Georgia a black female lab/terrier. I had both “fixed” because I am a responsible animal owner. I’m beginning to wish that the parents of the yo-yo’s who are thinking up these stupid government control bills would have been spayed or neutered.
We need to start getting rid of all of those so called Republicans including Crist & sweep out Bill Nelson along with the rest.
